- Purpose of the Program
“Food Action Chiba” is an initiative promoted by Chiba Prefecture to encourage wider consumption and greater public awareness of agricultural, forestry and fishery products produced in Chiba Prefecture.
The initiative encourages cooperation among producers, businesses, organizations, municipalities and other participants in promoting Chiba-produced food and strengthening connections between local production and consumption.
- Registered Activities of 22degrees
22degrees conducts small-scale agricultural activities in Oamishirasato City, Chiba Prefecture.
The registered activities include:
— Promotion of the production of agricultural, forestry and fishery products from Chiba Prefecture
— Promotion of the sale of agricultural, forestry and fishery products from Chiba Prefecture and products using them
Agricultural products cultivated through these activities include radicchio, Castelfranco, beets, Swiss chard, Italian eggplants, kiwifruit, leaf lettuce, turnips, cucumbers, cherry tomatoes and other seasonal crops.
A portion of the harvested produce is sold through local direct-sales outlets.
22degrees also publishes information on cultivation, crop selection, seasonal growth, harvesting and local distribution through its Agricultural Design Assets activities.

Information is updated throughout the year in accordance with cultivation seasons, harvesting periods and other agricultural activities.
- Administrative and Legal Context
The direct administrative framework for this registration is the “Food Action Chiba Promotion Partner Rules” established by Chiba Prefecture.
The Rules define participation eligibility, registration procedures, eligible activities, registration status and related obligations of Promotion Partners.
At the broader statutory and policy level, Chiba Prefecture has designated the “Chiba Prefecture Agriculture, Forestry and Fisheries Promotion Plan” as its Local Production for Local Consumption Promotion Plan under Article 41, Paragraph 1 of the Act on Promotion of New Business Activities by Farmers, Foresters and Fishers Using Local Resources and Promotion of Use of Local Agricultural, Forestry and Fishery Products (Act No. 67 of 2010).
The current Chiba Prefecture Agriculture, Forestry and Fisheries Promotion Plan also places strategic sales promotion, branding and the creation and expansion of demand for agricultural, forestry and fishery products among its principal policy measures.
Accordingly, the Food Action Chiba Promotion Partner registration should be understood as a Chiba Prefecture administrative partnership program operating within this broader framework for the promotion, consumption and recognition of locally produced agricultural, forestry and fishery products.
This registration is not itself a statutory certification under Act No. 67 of 2010 and should not be interpreted as a certification or guarantee by Chiba Prefecture of the quality of individual products.

2026年9月10日、22degreesは、千葉県フード・アクション・ちば推進事務局により「フード・アクション・ちば推進パートナー」として正式に承認・登録されました。
本登録は、2026年9月5日に行った登録申請に基づくものです。

2．制度の目的
「フード・アクション・ちば」は、千葉県産農林水産物のより一層の消費拡大及び知名度向上を図ることを目的として、千葉県が推進する取組です。
県産農林水産物の生産、販売、消費及び情報発信等を通じ、生産者、企業、団体、市町村その他の主体が連携し、地域の農林水産物の利用促進につなげることを目的としています。
3．22degreesの登録活動
22degreesは、千葉県大網白里市において小規模農業を継続しています。
今回登録された主な活動は、
・県産農林水産物の生産を推進する活動
・県産農林水産物及びそれを使用した商品の販売を推進する活動
です。
これまで、ラディッキオ、カステルフランコ、ビーツ、スイスチャード、イタリアナスなどのイタリア野菜をはじめ、キウイフルーツ、リーフレタス、カブ、きゅうり、ミニトマトその他の季節農産物を栽培してきました。
収穫した農産物の一部は、地域の直売所を通じて販売しています。
また、22degreesでは「Agricultural Design Assets」を通じて、栽培品種の選択、種まき、生育、収穫、季節変化、地域への流通等について記録・公開しています。

農産物の栽培・収穫時期や季節に合わせ、年間を通じて随時情報を更新し、千葉県産農産物を知り、実際に手に取っていただく機会の拡大につなげていきます。
4．制度上及び法令・政策上の位置付け
本登録制度の直接的な運用根拠は、千葉県が定める「フード・アクション・ちば推進パートナー規約」です。
同規約により、参加対象、申請・登録手続、活動内容、登録期間その他推進パートナーが遵守すべき事項が定められています。
さらに、その上位にある法令・政策体系として、千葉県は、
「地域資源を活用した農林漁業者等による新事業の創出等及び地域の農林水産物の利用促進に関する法律」
（平成22年法律第67号）
第41条第1項に基づく「地産地消促進計画」として、「千葉県農林水産業振興計画」を位置付けています。
現在の千葉県農林水産業振興計画においても、「需要を捉えた販売力の強化と輸出促進」を基本施策の一つとし、「戦略的な販売促進とブランディングの強化」「地域資源を活用した需要の創出・拡大」等が施策として位置付けられています。
したがって、「フード・アクション・ちば推進パートナー」は、千葉県が県産農林水産物の消費拡大及び知名度向上を推進するために設けている行政上のパートナー登録制度であり、地域農林水産物の利用促進に関する国及び千葉県のより広い政策体系の中に位置付けられる取組です。
なお、本登録は、平成22年法律第67号そのものに基づく法定認定ではなく、また、千葉県が個別の農産物の品質を認証又は保証するものではありません。

― 公正な取引と知的財産・無形資産を尊重する事業運営に向けて ―

22degreesは、2026年8月28日、「パートナーシップ構築宣言」を策定し、公式ポータルサイトへの登録を完了しました。
現在、事務局による確認を経て、公式ポータルサイトでの公表を待っている段階です。
パートナーシップ構築宣言について
「パートナーシップ構築宣言」は、サプライチェーン全体の共存共栄、新たな企業間連携、適正な取引関係の構築等を目的として、事業者が発注者の立場から自らの取引方針を代表者名で宣言する制度です。
本制度は、2020年5月の「未来を拓くパートナーシップ構築推進会議」において導入が決定され、中小企業庁・内閣府を中心に関係府省庁等が連携して推進しています。
宣言の提出・掲載に関する事務は、公益財団法人全国中小企業振興機関協会が運営する公式ポータルサイトを通じて行われます。
22degreesの宣言
22degreesは、知的財産・無形資産等を活用した事業活動において、企業規模等にかかわらず、取引先との相互理解と信頼関係を重視した取引関係の構築に努めます。
また、知的財産、ノウハウ、データその他の情報の適切な取扱いに努めるとともに、取引条件、利用条件、対価その他の重要事項について、可能な限り明確で分かりやすい情報提供に努め、公正で透明性のある取引関係の構築に取り組みます。
さらに、受託中小企業振興法に基づく「振興基準」の内容を理解し、発注方法、対価の決定、代金の支払、知的財産の保護及び取引の適正化等を含む望ましい取引慣行を遵守することを宣言しています。
HXIN Concept Asset事業との関係
22degreesでは、独自に創作・体系化した知的財産・無形資産を、一定の利用条件のもとで企業・事業者等へ提供する「HXIN Concept Asset」事業の整備を進めています。
知的財産・無形資産を取り扱う事業だからこそ、権利内容、利用条件、制限事項、対価その他の重要な取引条件について、取引先が理解しやすい情報提供に努めることを重視しています。
また、取引先の理解と利益を重視し、重大な誤認又は予期しない不利益が生じることを可能な限り防ぐことができるよう、適切な情報提供及び取引環境の整備に努めます。
Concept Assetの利用者・取引先にとっての意味
今回の宣言により、Concept Assetの利用者や22degreesとの取引を検討する事業者は、22degreesがどのような考え方で企業間取引、知的財産、ノウハウ、データ、取引条件及び対価等を取り扱おうとしているのかを、公開された方針として確認できるようになります。
これは、Concept Assetそのものの価値や知的財産権について政府その他の機関が認定・保証するものではありません。
一方で、22degrees自身が、公正で透明性のある取引、知的財産・ノウハウの尊重、重要な取引条件についての分かりやすい情報提供等に取り組む方針を公に示すことで、利用者や取引先が22degreesの取引姿勢を判断するための情報の一つになると考えています。
今後について
2026年8月28日現在、パートナーシップ構築宣言の公式ポータルサイトへの登録は完了しており、事務局による確認・公表を待っています。
公式ポータルサイトでの公表完了後、22degrees公式サイト「ruma22degrees.com」においても、宣言書、公式ポータル上の確認情報及び本宣言の趣旨を公開する予定です。
22degreesは今後も、知的財産・無形資産を取り扱う事業者として、取引先との相互理解と信頼関係を重視し、公正で透明性のある取引環境の構築に取り組んでいきます。

22degrees Establishes and Registers Its “Partnership Building Declaration”
— Toward Fair Business Practices and Respect for Intellectual Property and Intangible Assets —

22degrees established its “Partnership Building Declaration” and completed its registration with the official Partnership Building Declaration portal on August 28, 2026.
The declaration is currently awaiting confirmation by the secretariat and subsequent publication on the official portal.
About the Partnership Building Declaration
The “Partnership Building Declaration” is an initiative under which businesses, from the standpoint of an ordering party, publicly declare their commitment to building appropriate business relationships, promoting coexistence and mutual prosperity throughout supply chains, and developing new forms of collaboration among businesses.
The initiative was introduced following a decision by the Council on Promoting Partnership Building for the Future in May 2020 and is promoted primarily by Japan’s Small and Medium Enterprise Agency and the Cabinet Office in cooperation with other relevant government ministries and organizations.
Submission and publication of declarations are administered through the official portal operated by the National Association of Small and Medium Enterprise Promotion Organizations.
22degrees’ Declaration
In business activities involving intellectual property and intangible assets, 22degrees will endeavor to build relationships based on mutual understanding and trust with its business partners, regardless of company size or other differences.
22degrees will also endeavor to appropriately handle intellectual property, know-how, data, and other information, while providing, to the extent reasonably possible, clear and understandable information concerning transaction terms, conditions of use, consideration, and other important matters, thereby working toward fair and transparent business relationships.
In addition, 22degrees declares that it understands and will comply with the “Promotion Standards” established under Japan’s Act on the Promotion of Subcontracting Small and Medium-sized Enterprises, including desirable business practices concerning ordering methods, determination of consideration, payment methods, protection of intellectual property, and fair business transactions.
Relationship with the HXIN Concept Asset Business
22degrees is developing the “HXIN Concept Asset” business, through which independently created and systematized intellectual property and intangible assets are made available to companies, businesses, and other users under defined conditions of use.
Precisely because this business involves intellectual property and intangible assets, 22degrees places importance on endeavoring to provide information concerning rights, conditions of use, restrictions, consideration, and other important transaction terms in a manner that business partners can readily understand.
22degrees also places importance on the understanding and interests of its business partners and will endeavor to develop appropriate information practices and transaction environments designed, to the extent reasonably possible, to prevent material misunderstandings or unexpected disadvantages.
What This Means for Concept Asset Users and Business Partners
Through this declaration, users of Concept Assets and businesses considering transactions with 22degrees will be able to refer to a publicly stated policy describing how 22degrees intends to approach business-to-business relationships, intellectual property, know-how, data, transaction terms, and consideration.
The Partnership Building Declaration does not constitute government certification, endorsement, evaluation, or guarantee of Concept Assets, their value, or the intellectual property rights associated with them.
Rather, by publicly stating its commitment to fair and transparent transactions, respect for intellectual property and know-how, and clear and understandable communication of important transaction terms, 22degrees aims to provide users and business partners with an additional source of information for evaluating its approach to business relationships.
Next Steps
As of August 28, 2026, registration of the 22degrees Partnership Building Declaration with the official portal has been completed, and the declaration is awaiting confirmation and publication by the secretariat.
Following publication on the official portal, 22degrees plans to make information concerning the declaration available on its official website, ruma22degrees.com, together with the declaration document, official portal verification information, and an explanation of the purpose and significance of the declaration.
22degrees will continue to work toward fair and transparent business relationships based on mutual understanding and trust with its business partners as a business engaged in intellectual property and intangible assets.
